Long-term care for people to remain in their homes in rural areas

What is AGENCA?

A Gusto en Casa -AGENCA- seeks to enable people living in rural environments of Castilla y León to remain in their homes for as long as possible, with adequate and nearby support. It is about offering a care model that combines professional care with absolute respect for each person’s decisions and preferences, promoting their autonomy and quality of life.

The project is developed under a person-centered care approach, in which the participants themselves determine how they wish to receive support. This reinforces independence, takes care of community ties, and avoids unnecessary institutionalization.

Who is it aimed at?

The project is aimed at people, preferably over 65 years of age, who need support to develop their life project and who reside in rural areas. Special emphasis is placed on those situations of dependency in which the person’s desire is to continue in their usual home.

What is the aim?

  • To guarantee that people can continue to develop their daily activities, participating in the community, taking care of their health, with the support they need.
  • To support the family environment and caregivers, so that they can carry out their care work without giving up their personal, work, and social life, and ensuring that they also maintain their well-being.

What services and support does it offer?

The program combines an innovative long-term care methodology with specific services adapted to each person. The main lines of action are:

  • Care at home and in the community: support for daily life activities, maintenance of social relationships, and participation in the community.
  • Prevention and maintenance of autonomy: proactive interventions to prevent the loss of capacities and promote independent living.
  • Personalized support plans: development and monitoring of life projects that reflect what is important to each person.
  • Comprehensive coordination: joint work between social services, health services, and third sector entities to offer coherent and effective care.
  • Adaptation of the environment: assessment of the accessibility of the home, carrying out adaptations, and provision of technical aids.
  • Technology and telecare: basic and advanced telecare services to reinforce security and accompaniment.
  • Personal and health care: support adjusted to the intensity that the person needs, including scheduled and emergency health care at home.
  • Training and support for caregivers: training and accompaniment for professionals, family members, and non-professional caregivers.
  • Social participation programs: activities designed with each person so that they remain linked to what matters to them and maintains their life project.

Procedure for joining the program

The incorporation to the program must be managed through the social worker of the CEAS corresponding to the locality of residence.

Institutional collaboration

“A Gusto en Casa” is an initiative promoted by the Ministry of Family and Equal Opportunities of the Junta de Castilla y León, through the Social Services Management, with the collaboration of the Provincial Councils, Sacyl, City Councils of the participating localities and Third Sector entities dedicated to the care of people with disabilities and in situations of dependency, among them Fundación Personas.

Areas of action

Execution period

Prior to the A gusto en Casa program, this service was provided under the name RuralCare, during the period between October 2020 and April 2023.
The A gusto en Casa program began in April 2023 and will remain in effect until December 2025, and may be extended to reach a maximum total duration of four years.
