Comprehensive Healthcare

What is the ASI Program?

The ASI (Comprehensive Healthcare) Program is an innovative initiative promoted by Fundación Personas in collaboration with the Junta de Castilla y León (Sacyl) and third-sector entities such as Plena Inclusión Castilla y León and Autismo Valladolid.

It began in 2016, when families, people with intellectual disabilities (ID) and/or autism spectrum disorder (ASD), professionals, and entities began meeting to reflect on the barriers to accessing the healthcare system. Its objective: to design a more humane, accessible, and person-centered care model.

Who is it aimed at?

  • People with intellectual disabilities (ID) and/or ASD.
  • Families and support networks.
  • Healthcare and socio-healthcare professionals from across the care network.

It is estimated that in Castilla y León, more than 9,400 people meet the criteria to benefit from the program, with around 3,000 specific services provided annually.

What is the aim?

  • Guarantee adapted and equitable healthcare.
  • Improve cognitive accessibility in care processes.
  • Ensure effective coordination between the healthcare and social sectors.
  • Train thousands of healthcare professionals in inclusive skills.
  • Consolidate a systemic, replicable, and sustainable model over time.

ASI Program Services and Support

  • ASI Card: identifies the beneficiary and activates adapted protocols in consultations, emergencies, and hospitalization.
  • Alerts in the electronic health record (Medora and Jimena systems), which automatically activate adapted care circuits.
  • Case management nurse specialized in disability, as a hospital reference and mediator with families.
  • Protocols and tools: inclusion checklist, easy-read forms, ASI decalogue, QR codes with accessible information.
  • Professional training: more than 2,200 professionals trained in 2023–2024 in inclusive communication, cognitive accessibility, and humanized treatment.

  • Federation of Rare Diseases of Castilla y León (FEDER).
  • Primary, hospital, and emergency care professionals from the public health system.

Milestones achieved

Milestones achieved

  • 2016: First working committees with families, users, Fundación Personas, Plena Inclusión, and Autismo Valladolid.
  • 2017–2018: Elaboration of the technical document “Health and Disability: Improving Together”, presented to the Ministry of Health.
  • 2018–2019: Launch of the pilot project at the Río Hortega University Hospital of Valladolid.
  • 2019–2020: Extension to the University Clinical Hospital of Valladolid and the Palencia University Assistance Complex.
  • 2020–2022: Integration of the ASI Card into the Sacyl electronic health record (Medora and Jimena).
  • 2023–2024: Launch of accredited online training, with more than 2,200 professionals trained.
  • 2024: Official recognition within the Plan Persona of the Junta de Castilla y León, a strategy for humanizing the autonomous healthcare system.
